Law No. 19.828 on the promotion and protection of the sports system (18 September 2019) devotes its Chapter IX to professional, non-professional and amateur sportspeople. Article 23 defines the professional sportsperson:
A professional sportsperson is any natural person who habitually carries out sporting activities in return for remuneration, in money or in kind, exceeding the amount of the expenses the sportsperson incurs in carrying out their activity.
Two elements: habitual activity and remuneration
The definition does not look at the level you play at, but at two things: that the activity is habitual and that there is remuneration, in money or in kind, exceeding the expenses involved in carrying it out.
That is why it matters to know what you receive and why: a reimbursement of expenses and remuneration are not the same thing.
A first step
Knowing that definition is a first step. To understand how it applies to each footballer, you need to look at their specific situation: understanding your sporting situation also requires knowing its legal framework.
